Through the Courageous Horizons Program, we develop trained operational teams, strengthen community readiness, test emerging solutions, and create repeatable models that leave communities better prepared for the next disaster.

Operating Principles

Readiness before response

Capability is built before the disaster — trained people, tested plans, and public-private coordination frameworks — so states and communities can lead effectively when the event occurs.

Program integration, not coalition membership

Disaster Corps assembles mission-specific partner teams when there is a defined government requirement and funded pathway. There is no paid coalition and no static roster.

Complementary, not duplicative

The program integrates alongside federal, state, and local agencies — extending pre-disaster capability, mitigation, and recovery-planning capacity rather than replacing existing systems.

Enduring capability

Every mission leaves behind trained personnel, documented investments, and repeatable models that strengthen the community's readiness for the next disaster.

Disaster Corps does not need a standing coalition of companies waiting for work. It needs a credible program, a government requirement, a funded pathway, and the authority to assemble the right team for each mission. That principle shapes how the organization builds modular capabilities and composes partner teams.

Readiness assessments, mitigation implementation, and preparedness investments are documented so states and localities can demonstrate capacity to FEMA and other federal partners — protecting and improving cost share as they build long-term resilience.
