Disaster Corps does not operate a paid coalition or a static partner roster. Partner teams are composed for each mission when there is a defined government requirement, a funded pathway, and clearly defined roles — always within the Courageous Horizons Program.

Public-private integration is a core operating principle. Small businesses participate meaningfully — especially in debris, infrastructure, and local services — and technology partners test emerging solutions inside real readiness contexts. All of this is situated within specific missions of the Courageous Horizons Program, with defined workshare and mission roles.
