The Courageous Horizons Program.
The Courageous Horizons Program is the primary delivery vehicle for Disaster Corps. It builds modular pre-disaster capabilities — readiness, mitigation, workforce, exercises, and recovery planning — then composes the right partner mix when there is a defined mission and funded pathway. It also supports operations once life-safety response ends.
Phase I
Readiness Assessment & Gap Analysis
State and local readiness assessments, capability gap analysis, and documentation of existing preparedness investments — establishing the baseline that supports federal cost share and mission planning.
Phase II
Capability Planning & Roadmap
Pre-disaster capability planning, mitigation implementation roadmaps, public-private coordination frameworks, and governance structures tailored to each jurisdiction's resilience priorities.
Phase III
Workforce Cadres & Exercises
Veteran and National Guard–aligned workforce training, volunteer cadres, multi-jurisdiction exercises, scenario testing, and technology demonstrations that validate emerging solutions before they are needed.
Phase IV
Recovery Integration & Operations
When life-safety response ends, pre-composed teams activate for debris management, infrastructure-restoration planning, mitigation operations, and biomass utilization — with local procurement and contractor-readiness planning already in place.
