Disaster Corps is being validated in North Carolina through the Courageous Horizons Program, with Western North Carolina as the initial demonstration footprint. Once the model is validated, adaptation to Virginia and other states with strong veteran populations and Guard infrastructure follows government requirements and partnership interest.

Aligned to state resilience priorities
Adaptation begins with each state's stated resilience priorities and leadership — not with a template. Virginia's articulated priorities shape how program modules are composed.
Veteran population & Guard infrastructure
States with substantial veteran populations and mature Guard infrastructure — Virginia among them — are natural candidates for adaptation once the pilot model is validated.
Government requirements first
Adaptation follows a defined government requirement and a funded pathway, including OTA. Expansion is not speculative and does not precede validation.
Cost share & mitigation documentation
The readiness, mitigation, and documentation practices proven in the pilot translate directly to Virginia jurisdictions seeking to demonstrate capacity to FEMA and other federal partners.

The Courageous Horizons Program is designed as modular, repeatable services. Program modules travel; the partner mix, workforce composition, and priorities are tuned to each state's leadership, Guard structure, and resilience priorities.
